The following rules apply to the NC 529 Plan Scholarship Contest.

Each $529 Scholarship will be awarded as a contribution to an NC 529 Account owned by a North Carolina resident for college savings; therefore, to enter the contest, you must meet the age 18 requirement to open such Account. 

As the owner of an NC 529 Account, you can choose your child, grandchild or anyone else – even yourself -- as the beneficiary of your Account to use the $529, and any other money contributed to it, for college expenses. 

One winner will be chosen from each of the 100 North Carolina Counties so enter today for your chance to win!

NC 529 Scholarship Contest: Official Rules

NO PURCHASE NECESSARY.

The NC 529 Scholarship Contest is a sweepstakes in which a $529 scholarship (the “Prize”) will be awarded to one (1) entrant from each of the 100 counties in North Carolina through a random drawing (the “Contest”). Scholarships will be awarded in the form of a $529 contribution to an NC 529 Plan Account owned by an entrant whose name is drawn (“NC 529 Account” or “Account”); therefore, entrants must be eligible to open such Account. The NC 529 Account can be opened prior to or after notification of the entrant’s selection as a scholarship winner. The Beneficiary of the NC 529 Account must be an individual for whom the entrant expects to use the scholarship proceeds to help cover qualified higher education expenses at an eligible institution. The institution does not need to be located in North Carolina.

The Contest is jointly sponsored by the NC 529 Plan and State Employees’ Credit Union (“SECU”), with SECU funding the 100 scholarships. The NC 529 Plan is established and maintained by the North Carolina State Education Assistance Authority (the “Authority”) and College Foundation, Inc. (“CFI”) serves as the Plan Administrator. The contest is being hosted and managed by CCL Branding (“CCL”) on behalf of the NC 529 Plan. These entities are collectively referred to as “Contest Parties.”

Eligibility

Open to legal North Carolina residents who meet the following requirements:

  • 18 years or older as of April 30, 2014
  • Have a valid Social Security Number (SSN) or Taxpayer Identification Number (TIN)
  • Are a legal resident of North Carolina as of April 30, 2014
  • Are able to provide documentation of age and county of residence if selected as a winner
  • Complete and return entry form by either of the following methods:
    1. Online via the NC529Scholarship.org website
    2. Mailing a 4” x 6” postcard to NC 529 Scholarship Contest, 300 South Liberty Street, Suite 100, Winston-Salem, NC 27101.
  • Provide the following information on the entry:
    1. First and last name of entrant
    2. Age as of April 30, 2014
    3. NC county of residence
    4. Statement that entrant is a legal resident of North Carolina
    5. Email address and/or phone number (provide one or both)
    6. Name of the existing or potential Beneficiary of the NC 529 Account and the Beneficiary’s relationship to the entrant.

No employees, officers, directors or any other agents of Contest Sponsor or any immediate family members (spouse, parents, children and siblings) of these employees, officers, directors or other agents of Contest Parties are eligible to enter or win.

By participating in the NC 529 Scholarship Contest, each entrant agrees to be bound by these Official Rules and the Contest Parties’ decisions.

To Enter

Entries will be accepted from January 6, 2014 through April 30, 2014. Mailed entries must be postmarked and online entries received between these January – April dates in order to be included in the scholarship drawing. Below are the methods of entry:

  1. Entrants may enter online via the NC529Scholarship.org website as often as they like;
  2. Entrants may enter via mailed postcard as often as they like;
  3. North Carolina residents who have one or more existing NC 529 Account(s) on January 6, 2014, will receive one automatic NC 529 Scholarship contest entry per Account. They may submit additional entries anytime during the contest period.
  4. North Carolina residents who establish one or more new NC 529 Account(s) during the period of January 7, 2014, to April 30, 2014, will receive one automatic Contest entry per Account. They may submit additional entries any time during the contest period.
  5. North Carolina residents without an NC 529 Account who meet all contest eligibility requirements may submit entries during the contest period via the methods set forth in a. and b. above.

Selection

Random drawings by county will begin May 1st. By May 5th, a winner and 2 alternates will be drawn from all entries received in each county. Winners will be announced on the NC 529 Plan Facebook page and notified by email, phone, and/or regular mail by May 9th using the contact information provided on their entry form or associated with their existing NC 529 Account.

Upon notification, winners will have:

  • Seven (7) days to respond to CCL by email, phone or regular mail to provide proof of eligibility and accept the Prize and fourteen (14) days after acceptance to open an NC529 Account if one not yet established.
  • If a winner cannot be contacted after reasonable attempts or fails to provide proof of eligibility to claim the Prize, the first alternate for that county will be awarded the Prize.
  • If the first alternate fails to fulfill the requirements for eligibility, the second alternate for that county will receive the Prize.
  • If the second alternate fails to fulfill the requirements for eligibility, a new drawing will be held for that county at a later date.

Before a Prize can be awarded, its winner must:

  • Sign a full and complete release and indemnity agreement enabling the Contest Parties to reprint, distribute and/or use the winner’s name and other information related to his or her scholarship eligibility, educational plans or other relevant personal information provided by the winner in any press releases, on the CFNC.org website, and in advertisements, promotions and promotional materials without any recourse against such Contest Parties, and each winner must agree to hold such Contest Parties harmless for such use.
  • Have an NC 529 Account with a designated Beneficiary for whom the scholarship will be used for higher education and have provided direction to the Program Administrator on allocating the Prize to Investment Options selected by the Account owner.

Scholarship Contest winners will be posted on the College Foundation of North Carolina website at www.CFNC.org, the NC 529 Plan Facebook page, and on the contest website at NC529Scholarship.org on or after May 29, 2014.

To obtain the winner’s names in print, you may send a self-addressed, stamped envelope marked “Attn: NC 529 Plan Scholarship Winners” to 300 South Liberty Street, Suite 100, Winston-Salem, NC, 27101.

Prizes

A $529 college scholarship Prize will be awarded to one entrant in each of the 100 North Carolina counties through a random drawing per county, and will be deposited into an NC 529 Account. The odds of winning in each respective North Carolina county depend on the total number of entries received from that county at the conclusion of the contest. If no entries are received from residents of a county, no Prize will be awarded in that county.

  • Prizes will be awarded in the form of a $529 contribution to an NC 529 Account owned by the entrant whose name is drawn.
    • An entrant with existing Account(s) in the NC 529 Plan whose name is drawn will receive a $529 deposit into the Account for which his or her entry was filed.
    • An entrant without an existing NC 529 Account whose name is drawn must complete and submit an NC 529 Enrollment and Participation Agreement within 14 days of being selected as a winner and satisfying eligibility requirements in order to receive a $529 Prize deposit into the new Account.
  • NC 529 Accounts and the funds therein are governed by the Program Description and the accompanying Enrollment and Participation Agreement. NC 529 Accounts themselves are not bank or credit union deposits and are not insured by the Federal Deposit Insurance Corporation or the National Credit Union Administration. Neither the Contributions nor the earnings thereon invested in Accounts are backed by the full faith and credit of the State of North Carolina or guaranteed by the State Education Assistance Authority, College Foundation, Inc., State Employees’ Credit Union, or The Vanguard Group, Inc. Notwithstanding the foregoing, contributions and interest earned thereon invested in the Federally-Insured Deposit Account Investment Option are guaranteed by State Employees’ Credit Union and insured by the National Credit Union Administration, which is backed by the full faith and credit of the United States Government. The value of a Participant’s Account will fluctuate depending on market conditions and the performance of the Investment Options selected. Account owners could lose money, including the Prize money, by investing in the NC 529 Plan.
  • Each winner’s Prize will be deposited to his or her NC 529 Account and allocated according to his or her current Investment Option allocation instructions on file.
  • After deposit of the $529 Prize into an existing or new NC 529 Account, further contributions to that Account are the Account owner’s personal decision and responsibility.
    Funds withdrawn from the NC 529 Account that are used for the Beneficiary’s tuition and fees associated with qualified higher education expenses at an eligible institution will be considered qualified withdrawals.
  • The earnings portion of a non-qualified withdrawal is subject to the additional federal income tax of 10% and, potentially, state income tax. The Program Administrator also may impose a $50 transaction fee on Non-Qualified Withdrawals.
  • The Prize may be considered income to the winner, and any taxes resulting from the receipt of the Prize are the responsibility of the winner. Winners are fully responsible for all applicable federal and state taxes and any other fees that may occur. Winners are advised to consult with an attorney or tax advisor regarding tax or personal financial implications of accepting the Prize.

Limitations of Liability and Release

Neither Contest Parties nor their respective employees, officers, directors or other agents shall be liable for any injury, damage, or loss related to or resulting from entering or winning the NC 529 Scholarship Contest. By entering the Contest, entrants release and hold Contest Parties and their respective employees, officers, directors or other agents harmless from any and all damages and claims of any kind in connection with the Contest or resulting from acceptance, possession or use of any prize. By participating in the NC 529 Scholarship Contest, entrant releases Contest Parties from any and all claims, damages or liabilities arising from or relating to such entrant’s participation in the Contest. By accepting the scholarship prize in the Contest, winners agree that Contest Parties shall not be liable for any injury, damage, or loss resulting from participation in the Contest, acceptance, or use of the prize.

General

Contest Parties reserve the right at their sole discretion to cancel, terminate, modify or suspend the Scholarship Contest for financial or other business reasons without prior notice. The Contest is subject to all applicable federal, state and local laws and regulations. This offer is void where prohibited by law.
